C++, find the function that increases a Player Level, then make a custom script for a new Item, code the item script to update the player level, add the item script to an existing DB item, you're done.

I've never tried something like this, so I'm not 100% sure this works.

This comment was not written with the intent to insult, rather, with the intent to help learn.

Your argument naming is really weird. Argument naming like this should be used on massive projects so that developers can find their way around methods and functions and know where an argument is coming from, if it's a local variable or a variable of a class, a function or a method etc.
The function HandleCharacterLevel is a static void, although it does not make a difference if it's a static or not, it might confuse future readers.
Keyword static, from my experience, should be used in classes when wanting to associate a member with the entire class rather than an object of it.
    Now for the function itself
It has an argument called l_oldLevel which never gets used.
The function checks for nullptr player after using the player three times before, this check is not needed, if the player object didn't exist, the function would have already failed 3 times.
The function then gives the players a level (or levels depending on the quantity of items), but later sets the level to 80 either way, I'm guessing this edit was done in order to fit the OP's needs, but the previous code should've been removed as it would only confuse future readers.

In any case, the function could be rewritten like this, to better match the needs of the OP.
