[Help]Getting up Sign Up Page

hi, i would like to know how to put up my sign up page. i got server up ( ascent and logonserver) and mysql and apache, btu i cant get up sign up page. ( well i got it to my localhost) but i wanna know how to make it into so people can enter it through my IP. my freind told me to use xampp.. please help!
