Photoshop is your best bet as war eagle said. However if you are not familier with this program, it wont be so easy.

If you need a basic banner, I can create one for you. Just PM me what you need.

I need the following information:
Render (the images used inside the banner)
Text (what text- "welcome to YourServer") + quotes if wanted
Colors
size: Sizepx BY Sizepx

& anything else you can think of.
