It means something is already using the port. IE Apache is already running or Skype is running or somehting like that

I contacted my ISP, and it would cost too much for the use of port 80, is there any way around this block, like using another port?

They shouldn't block it if you request the use of it. If you need access to that port then you should be able to use it.
I use Apache slightly different to the way the newest tutorial does, but during the installation you can actually specify a port to use.
First get a list of what ports your ISP blocks. Also What is your ISP and can you forward me the List so I can look into the legality side of Blocking these ports?
Thanks and Good Luck
