If you run an up to date 3.1.3 repack you should be able to just copy and replace these exes to upgrade your server to 3.2.0 but make sure you change your MaxBuild to 99999 in logonserver.conf

Are you stupid? You need to compile new script_bin folder because these wont work with another revision than the ones they are compilled at

Not really. Some script_bins work on 2-4 rev's higher/lower. Well, I tried it once, and it did.

If you have the latest 3.1.3 version you shouldn't have to, before I could upgrade from 3.0.9 to 3.1.3 without compiling a new script_bin
