Duel Spec And PvP

I Seem To Have a problem, duel spec does not work for either rogue warrior
or shamen

and also It Seems that Alliance and horde are unable to attack each other on my server

is there any possible script or SQL file that could fix these problems?

horde and alliance not able to pvp each other, dude that sounds like awesome, dont have to worry about getting ganked when grinding for a epic mount but yes Lawzon is right, needs to be in surport and it sounds like to be its in the core that is not allowing pvp
