Shrinking an Avatar.....

Being new to the site and all.... i did a search befor i posted this :D

I found an avatar i would like to use..... but it needs to be smaller the one i like is 250x can they be resized... they one i like is not mine.

use something like photoshop open the picture in it and just edit its size....

Now when i open in a program besides photoshop.... ( im at work dont have PS) it just saved the picture and i lost the motion?

when you resize in pait or resize any way it looses the moving ability right?

Im not changinf file....

I have just doen it 2 times onece in paint and once in Microsoft picture edit.

and when i go to save smaller one it says "Do you want to Save" and if you save you may loose multi pages" when i hit ok it save and image does not move any more....
