bind unsuccessful on port 3724

anyone who is getting this error should try http://www.whatismyipaddress.com/ i was getting this and was going to post about it, so i decided to do a port scan and boom first thing i see is a new IP address. even though i have a static IP, i guess they decided to change it on me.

There is another reason i am aware of:

If appache says it cant bind to a port, it often means something else already is, Check your Services,

(Start -> Control Panel-> Administrative tools -> Services)

And see if another copy of whatever your running is active (eg. Appache by default is set as automatic, and starts with windows)
