They should use your external ip, Can you access it internally using your external IP?
If this is the case, you need to change port forwarding settings either on your router or with your ISP.
hope this helps
i can acces either using localhost or my hamachi address..thats how i get on my site...how i make it so others can access it

If you are using hamachi, then those accessing it will need to aswell as far as i Know,
If ur not using himanchi:
go to whatsmyip.org, and try and visit that IP address (eg. http://203.49.96.203/) and see if it loads anything up for you.
If it doesn't, then your portforwarding is not set right. Check you router.

NOTE: If you have a router(thing to connect more than one computer) you also have to add port forwarding or DMZ to it. Then make your modem(thing that makes you online) use port forwarding to your router. If you need more help I can make a video tutorial and send it to you.

More than likely, your ISP is blocking port 80. If that's the case, your website's port needs to be changed to something other than 80. Your router, if you have one, needs to forward that port to the machine hosting the pages.. so your URL will end up looking like:
http://<your_ip_address>: port# or as an example http://72.25.256.23:2000 and if you don't like messing with numbers and such, you can use dyndns.org or no-ip.com to redirect a sub domain like wowserver.no-ip.com to http://72.25.256.23:2000 <---example
