apache doenst work So cannot make accounts although I edit sql table.
actually it is based on ac-web 7.8 server.
i think you missed editing.

wtf are you talking about? it's not ac-web 7.8 server? apache never works for anyone. just download and install Install PHP 5 Apache MySQL on Windows : WampServer (http://www.wampserver.com/en/). port forward 80 and upload the files and folders in HTDOCS into the wampserver. and go to localhost. you can still create accounts manually opening the mangosd.exe and type in

.createaccount $USERNAME $PASSWORD

level 70+ items all have stats. scroll of enchat does work. im not sure bout the 70+ leatherworker leg armor. im 50% sure the prof.item is fixed. and frostmourne is indeed there.
