Fill it with color (black preferred)
Go filter>render>lens flare
Use settings posted below

Go filter>distort>polar coordinates
Use polar to rectangular
Now you should have:

Go edit>transform>rotate 180
Go filter>distort>polar coordinates
Use rectangular to polar
Voila you should have perfect bubble/orb
